3. It is satisfactory that the Company should

have accorded the privilege of Government rates to

the League telegrams from Hong Kong, though I am

rather doubtful how we should ensure that this

facility should not be extended or abused.

? Telegraph to Hong Kong, reference enclo-

sure 2 to (1), and say that Cable and Wireless

Limited have agreed to accord the privilege of

Government rates to the Legaue of Nations telegrams

in question. They ask that the Governor should

ensure as far as possible that this facility should

not be extended or abused. Confirm this telegram

by despatch, enclosing copies of (2) and (3). Copy

telegram and (2) and (3) to Foreign Office, L. F.

reference (1). Acknowledge (3) and thank the

Company for their concession. Say that the Governor

has been asked to ensure as far as possible that

the facility should not be extended or abused.

4. The League Epidemic Commission ask for

facilities for the importation of certain quantities

of narcotic drugs into Hong Kong. I see no

objection to this, and subject to G.D.'s concurrence,
